You'll need to look past Axios' obvious TDS and biased writing, but the material is interesting. Their bias is on display in their headline and many other places.

The "radical" part of the plan is to resurrect "Schedule F" that Trump put in an EO and Biden cancelled, which allows easier replacement of up to about 50,000 bureaucrats.
Sounds completely reasonable to me. If you're going to drain the swamp, you actually have to get rid of them.

These effects must be preserved.
