Sounds more like Russia is doing that and accusing the Ukraine like the dems do here with the crap they pull.
Either way my favorite defense against doped up super bots is to shoot them with EXLAX bullets. Takes their mind off their mission. Makes them easy to track. Gives you a “clean” shot when they stop.
