It’s not against the law in the U.S. to contract with other countries work that is legal in said other country.
With some exceptions in some select nations.
Gain of function funded by the U.S. in China is illegal.
The U.S. funds and participates in research on Ebola in Africa.
Certain pathogens Congress felt and rightly so are to dangerous to research here.
Not all countries feel that way. China, and Ukraine, North Korea, Iran, Russia, many African nations.
Not all countries have our laws.
We could avoid such research completely and wait for Iran to come up with an unknown SARS type virus that’s altered and they’ll have their own vaccine for it.
Have one of their local Jihadist bring it over here and we won’t know what hit us.
Or if you prefer a targeted H1N1 that kills mostly exclusively children?
