They’d have to be twelve miles offshore - and they’d have ship up-keep and maintenance for boats travailing back and forth.
That’s more expensive that a clinic in an adjacent state... or a bus ticket to a Blue State.
I suspect this is a drama queen stunt to get attention and pity... and nothing will be built in the Gulf of Mexico.
