Looks to me like two open-ended pipe bombs powered by either black powder or some similar fireworks pyrotechnic substance.

Is that a holstered REVOLVER on the hip of the security agent?

Revolver, yes.

You notice their cops can subdue a subject without firing 15 or 30 rounds at him as is done here.

I notice in the video, the shooter missed with the first shot, but hit with the second. And he was not real close, either. I was suspecting a near contact shot when I first heard of the shooting.

A homemade muzzle loader with electric igniters of some sort instead of caps. The amount of smoke in the video shows that it was probably black powder.

Yes. Standard for security and police in Japan last time I read about it (quite a while back).
