Those ladders are fairly heavy and unwieldy even for a person accustomed to setting them up. He appears to be a tiny little guy, with none of the muscle development necessary to heft it up to the first stage, let alone carry it very far.

My biggest concern is; how did he get it there?

It's possible it was there for earlier or later work on the roof and he just took advantage of it.
Guess we'll find out eventually.

I see so many people who are upset about how chaotic the world has become.

You don’t walk away from extension ladders running up to rooftops, you don’t even leave them unobserved a few minutes if you can avoid it. A ladder like that is like a liability stairway to Heaven…
