The key is in the word “invasion”. From what I understand, declaring an invasion gives these Sheriff’s priority authority, to protect their counties, over other law agencies, per the Texas constitution….when under invasion.
Declaring an emergency doesn’t offer the same authorization, to protect, as declaring an invasion.
If I’ve read, correctly.
Why Abbott hasn’t declared same, is beyond me. The sheriff’s tip toed around talking about Abbott….not criticizing, and, not complimenting.

He’s never been strong on protecting his TX citizens from invasion across the border. At times, if an election was looming, he’d make a few obligatory statements about it. But otherwise ... weak.
