I believe that was already put in place by the Dream Act. If you are undocumented, you can gain citizenship by military service... but now you can be undocumented and have a third grade education.

It was used as the basis for DACA but I don’t think the Dream Act was passed. The 2021 version was passed by the House but still sits in the senate.
