Anxiety is caused by Adrenalin mixed in oxygenated blood creating Adrenochrome. Adrenochrome in the brain creates anxiety. Adrenalin excretions can be regulated with Niacin.
Constant fear is how MkUltra controls mass populations with induced anxiety. it creates a positive feedback loop on human emotions.

Though you're referring to harvesting Adrenalin to make Adrenochrome. Scaring children to their actual death is the best way to get "organic" Adrenochrome.
