When they write a new regulatory law they usually can’t bring themselves to finish the details. And it doesn’t matter what the department or subject is. But they end the law with words like: -—as determined by the administrator.”
The worst is the EPA and it’s why we have regulated mud puddles. At a minimum additional, refined rules, should be re-submitted to congers for approval. There should not be ANY “made up by the administrator” rules.
