Can you tell me what TOR and BV is?
Best I can tell, TOR is a secure type of browser/web where anonymity is maintained. Its goal is to allow anonymous browsing and conveying information without it being known where the info originated. I do not know how secure it is.
BV, I’m not sure of. If you worked for the power company in Cleveland, Ohio, back in the day, BV would have stood for “Beaver Valley”, a plant in Pennsylvania of which 3 Ohio power companies shared ownership. We designated all our plants and substations with a 2 letter code.
But I’m sure that’s not what it means in this context. Someone much more geeky than I will have to answer that one.

BV seemed to be a person or maybe a board associate, who was speculating on something about which he should have asked the BO (board owner). 🤷♀️
