You are projecting his words and actions according to the reasons you assign him. You may even be right, but you shouldn't be certain about it.

Yes we do, and for our own purposes, but this guy likely doesn't interact with any of us, and so guessing wrong about his intent will not come back to haunt us.
If I wanted to divine the man's intent, I would ask him, not project my thoughts onto his actions.
