Hey, looks like you answered your own question! Get rid of the ridiculous amount of subsidies, and this problem no longer exists.

Of course, there's a lot more to this including cutting spending, 16/17A, and so on, but limit taxtime to a single deduction (say $10M per taxpayer and $5M per dependent), then flat 10%. OR, take FedGov out of the tax business completely, and let the States handle it, and pass the funding through.
