I believe the FBI trio convinced Jeff of some duty to go away and he fell for their line and went away. That’s what he said.
I certainly assumed they lied and danced on the head of a pin to convince him to recuse.
The disappointment was that he didn’t know better, himself, and he didn’t tell the president of the pressure and so he dropped his biggest assignment. I’d say, his Only real one. The president said he knew nothing about the recusal and wasn’t told anything before hand.

As though Trump is stupid, those he appointed are all stupid or back stabbed him, etcetc. So that also implies that Q team is stupid or bad and misguided him. A ship of fools.
