I don't know about any NOQ report. The audio is being made available by Chinese dissidents/journalists who are evidently taking it seriously. Whether it is or not remains to be seen.

BTW, when I first heard about it, I also assumed it was complete BS and that these were just some hysterical Chinese dissidents posting another unverifiable audio (the first audio being the audio of the Chinese general from some years ago discussing the creation of gene specific viruses to kill their enemies in the USA). I don’t know about what is being claimed by fringe shitty blogs on the subject, but I did not see anything about an invasion of the USA proper, only a military mobilization using the lockdowns as cover.
Apparently the details are complex enough that people I generally trust are taking it seriously for some reason on the grounds that it’s too complex to be a hoax.
JR Nyquist is promising a report on the topic soon, and we’ll see what independent evidence he can provide, if any at all.
