Russia signed assurances towards Ukrainian defined borders in 1994 in exchange for nukes

And assurances from the US that NATO would not expand one inch toward Russia. You seem to miss that point all the time. If you want sources, start with James Baker.

Baker could only commit the Bush I administration, which left office in January, 1993. Baker did not and could not commit the Clinton administration, or any subsequent administration. If the intent was to commit the US government for periods of time into the future, beyond a specific administration, a formal bill or treaty would have had to be passed and signed.
