Every first-world and second-world country, or any country that has a university, has a biology lab. Hell, pretty much every HIGH SCHOOL in the world has a biology lab.
Most first-world countries help to fund biology labs in other countries to one degree or another.
Are you claiming those biology labs were something nefarious? If so, please provide proof. If you can’t, you are nothing but a provocateur.

Victoria Nuland herself testified before Congress they were very concerned those labs would fall into Russian hands. I don’t think she would be concerned about the Russians capturing a high school biology lab.
