Below is a photo of the key sheet for the final tallies on election nite to be submitted to the county after the polls closed. It is the sworn duty of the Judge of Elections for each precinct to fill out that sheet (with assistance from the other poll workers), based on the output tapes of each machine, and the voter book (number of votes), spoiled ballots, and provisional ballots.
This year, the previous workers (including judge) had never seen the sheet before, and the newly trained workers did not fully understand it, based on training and example slip provided (second image). It was a primary, and DEM and REP were not shown on the training image photo. Also note that the actual sheet provided was a little different (typo?) than the pic, and line item 5 stated that add items 2,3,4, and 5. As such, the only way to calculate the tally would be to do algebra.
The final pic shows all the stuff the poll workers must do at close.
