I chose solution #3: drill out the rims with a 5/16” bit, deburr, and use Schrader tubes.
Done that also when I did not have a tube for a totaled tube, but for quickly helping other persons with their bikes option 2 has worked well to get things rolling again. I did not mention this but I reacted from experience providing free help in an lower income city with cheap bikes, by the grace of God.
