Want to solve mass shootings? Here's a law:
If there's a mass shooting and the person is known to law enforcement, any officer at any level who dropped the ball is fired, and so is their direct supervisor.

Just about *every time* there is one of these shootings and people whine about "why can't we solve this" the shooter is either known to law enforcement or has guns they are not legally allowed to have (or both).
