“I’ve thought that no one (Admin, Jim) would have time to manage non-essentials like keywords”

Straw man argument. The coding to change the behavior of keyword adding
to remove their potential for anonymous harassment, while preserving their
complete functionality, could hardly be more trivial.
KEEPING it as is, to preserve the anonymous harassment potential, is also easy,
but it does have a cost, and sends a clear message.
It’s also trivial to respond to complaints and give DumbleDore some discipline.

'Managing non-essentials' entails so much more than HTML coding.
Prioritizing tasks based on the number of persons served providing the most good and weighing the various needs for benefit/cost analysis must also happen.
Given FR has functioned since the 80's and continues to function well, I don't know how or why the keywords suddenly became a make-or-break issue for some. In the past 4 1/2 years that I've been posting Q threads nothing changed, and suddenly the presence of rude keywords are now intolerable?
Here's the keywords posted on my thread from 1/20/2018. Note the keyword "spamsonnote" failed to repress or harass me for the 4+ years it's been there. I usually don't even look at the key words, and if I do, I still post what I want to share. Keywords don't silence free speech.

I'm with Melian on this - I think the flak we take is a badge of honor. Furthermore, we ignore the flak and keep posting because 'nothing can stop what's coming'.
Sometimes if I get irritated with the constant barrage of ridicule (direct at me or keywords), I make it a point to just go post more truth my detractors hate.
I'll never attempt to drive a website the size of FR, but if I did I couldn't put 'keyword harassment' at the top of my prioritized list, not while pressing for free speech at the same time.
I am not among those receiving the 'clear message' you perceive. I think different platforms attract and maintain different clientele. Some audiences overlap. Viva la difference!
