There are actually many assorted Arabic people living in Israel who are decent citizens and don't make trouble. Farmers are always finding cool stuff from ancient times in their fields and it sounds like most contact the Israeli department in charge of collecting that stuff. If it turns out not to be a single relic but an entire town or something, the farmer's land will be purchased and he will be helped to find a new farm.
At least that is what I learned from my guide over there.
