So all 1844 districts are like Disney where they have only a handful of voters controlled by one corporation, the ability to write their own building codes, can construct airports, have their own police, fire building departments, ability to construct nuclear power plants and carte blanche for all water/drainage systems? Mmmmkay. Yes many states have many special districts but nothing like Reedy Creek Improvement District which is an entire unit of local government run by one corporation with zero oversight.
