Wuhan isn’t in either Russia or Ukraine. There are very legit reasons for BSL-3/4 labs. The United States has thousands of them, and I daresay very few of them are working on bioweapons-related activity.
But being next door to Russia, which probably still has an active bioweapons production program, Ukraine making some defensive preparations is probably a good idea.
