I have to admit it kind of does look like a powder substance. However, why was the corn starch on the outside of pipes? If that was the case, that would lead one to believe that the area Joey was speaking was a dusty filthy mess and dust masks are needed. Where was OSHA? The plant needs shut down for worker safety.
