13th amendment freed the slaves, while the 14th was part of the creation of a corporate constitution overlay, the UNITED STATES OF AMERICA, out of DC. This, along with the Act of 1871 (Grant’s admin), instantiated a new concept, not intended by the founders nor the framers: A CITIZEN of the UNITED STATES as a whole. Before that, People were Citizens of their ‘country’, like Virginia or Pennsylvania. The 14th declared that all persons were BOTH citizens of their state (i.e., country) *AND* the United States as a whole.
