I hate to say it but yes, a bunch of guys got together over many years and figured out which books were in the Bible and which books were out. FACT. Not even up for argument.
And I can back that up in spades. But please don’t make me go there because quite frankly I have too much to do right now and I don’t have the time to do what people can do themselves.

Bro. Godly men moved by the Holy Spirit wrote scripture. Other men wrote things claiming to be scripture (there have always been imposters (Ron Wyatt)). Be careful who you follow. Sound familiar?
The church of that time knew the difference. At some point men got together and codified what the church had already discerned. They didn't decide what was in and what was out. They agreed to recognize formally what the church had accepted as scripture for about 2 centuries already. This needed to be done because as the church grew people began to introduce heresies under the names of the apostles.
Ignatius who was the Disciple of the apostle John gave us the criteria that the church used. It was direct eyewitness account. Either from the apostles directly, or as in the case of Mark and Luke from a person known to have received it directly from an apostle. (Mark was Peter's disciple and Luke traveled with Paul and interviewed eyewitnesses of the events in his Gospel) James and Jude were the Lord's brothers.
Your claim suggests that some books were included that weren't scripture and/or some books were excluded that were. Produce one book that God inspired as scripture that wasn't included in the Bible and you win. (Or one that isn't scripture that is included). You won't be successful.
