3.11 was better....
I really wish I could run Win95 or Win98 on my laptop. It would make it much faster.
The fastest computers I saw were Win98 machines that were running Win95.
I have a 3.11 VM around here somewhere.
I miss Sound Recorder. I used to put in a CD, record sections of a song, save (as a .wav, I think), and use them for certain “events” in the system. Soooo easy.
There was some kind of command scripting recording macro tool that would copy a series of actions and then one would have a command to execute a complex action to automate things one did frequently.
Loaded with Windows 3.1 and DOS 5.0 I believe. I then bought copies of WordPerfect 5.1 and Quattro Pro 4.0. Several hundred dollars each. Which was a lot of money at the time. Both programs came with thick manuals that could fill a bookshelf - and that I never read.
That still exists in Windows. Look for steps recorder.

It was an “operating environment” not a true operating system”.
By a factor of about 10. I ran 3.11 on top of DR-DOS (with the best cache on the planet at the time — built-in even!) and thought I was in heaven. Come to think of it, I probably was.
Windows 98 is still the perfect user interface. With each new editions of Windows I spend the first couple of days adjusting the settings to be as much like 98 as possible.
At the time, msdos was a cleaner platform.

Buggy as crap. 3.1 was an amazing improvement

S/W was written to take advantage of the H/W.
S/W always is capable of choking the H/W.
In some setups [Like a DX4 with a HD controller that had a
“big” on board cache] tasks could be done in almost real time.
It was a sweet spot for functionality.
I think 3.11 turned NotWorking into NetWorking.
On cutting edge h/w it was stellar.
I still have the windows 3.1 floppy disks around her someplace , wonder if they melted ,LOL
