There just are not that many Starlink satellites in orbit currently...
Currently 2,335 Starlinks have been launched, with 2,112 still in orbit. Of those, 1,575 are in the licensed operational shells and 447 are undergoing orbit raising towards those shells as of March 2022.
Now, all of these satellites ‘talk’ to each other and relay information to ground based receivers - and there are not too many of those currently.
Starlink only allows expansion in areas where it has enough ‘ground coverage.’
Eventually there will be approximately 24,000 starlings in orbit so it’s really only at less than 10% capacity currently.
