Absolutely NOT.
An American State National is a Citizen of the state that he/she domiciles in. This does not include DC, Hawaii nor Alaska. Someone from outside the United States would more likely be a CSN (Canadian State National) or MSN (Mexico, etc). To be an ASN, one must domicile in that state for 7 years.
I'm a bit hazy on details of voting... I do know that ASN's in essence have diplomatic immunity, in some form. They do NOT vote. They do what People do (We The People), which is elect.
Most of us here are a citizen, a person, a corporate thing, and follow the statutes, codes, ordinances. Violations do not require harm to another. We vote. However, we can become an ASN.
Someone who has become an ASN under the corporate US, can then reclaim their sovereignity as a 'People', Statues, codes ordinances do not apply. Law's do - God's law. You commit a crime if you harm or hurt another.
Full disclosure - I'm studying now why and how to do this. I appreciate your questions, as it gives me a reason to organize some of the TONS of info on the subject, which at first can seem overwhelming.
FWIW, my understanding is that DJT became an ASN, and reclaimed his status as a sovereign 'People' in June of 2008. This is why he does NOT pay personal income taxes. Of course, his (many?) corporations pay lots of $'s in taxes. He can operate as a sovereign personally, and participate in the corporate world as well.
