People are awaiting a "Durham Report". I really don't think that was his assigned task. He was assigned to get stuff in front of grand juries and set the stage for charges, indictments, and a plan for prosecutions. His work product was never to be a "report". Do I have this right?

yes. He investigates, can refer to prosecutors, but the AG is supposed to create a report.
