Looks like the Glock is jammed/out of battery as he walks up to the wreck so a 3rd shot would likely been impossible.
IF cop is yelling at you to get out and holding a pistol on you, why would you not comply? Insane.
looks to me like he tried to flee, car was moving when shots were fired, cop didn’t just get thrown backwards across the street and fall down because of a discharge...
Will see what investigation finds, but certainly appears this perp had the car moving, and my guess would be cop had to react to keep from being hit by the vehicle... But that’s cojecture.
