I believe Russia invested in armaments/air superiority. Just checked to see if I'm mistaken and it still looks right to me. America's Navy is in between America's Air Force at #1 and Russia's Air Force at #3.

WHile those figures are impressive the weaponry we have that is secret blows all that away and just gets better and better all the time. Unfortunately,the Russians and chicoms are getting some of the same stuff by hook or crook.

One BIG point concerning combat readiness is pilot flight time. US pilots fly/train about 33 hours a month. Russian and Chinese pilots about 8 hours.

Another factor hurting the Voyenno-Vozdushnye Sily Rossii, VVS, aka the Russian Air Force, is their lack of multi-mission aircraft and training. The VVS is segregated between air superiority and ground attack. Russian aircraft and pilots either do one or the other. They also do not practice close coordination which further hurts their ability to project power.
