Yes, and extremely compacted. It’s also good to get the soils tested for nutrients (or lack thereof). Helps to know which amendments might be needed.

Taters, onions, and carrots need fine, smooth non-clay dirt. No gravelly or lumpy stuff. For smaller sized plantings you can invest in a grizzly to sift out the lumpy stuff if necessary.
