There must be Russian military units on their own side of the border somewhere.
There are lots of enemy military units inside of Ukraine that are being serviced very well by attacks with Javelin missiles, LAWs, and other man portable weapons. You don’t risk your high value offensive weapons on low value targets that are being handled well by your forces with low value weapons.
