Almost immeasurable!
Clearly the publish or perish system needs to be changed somehow. There has to be incentive for doing research that gives a thumbs up or down to past claims. If you're going to do it, it's on your own nickel. You would never get funding to do something so “negative”. As with everything you get what you provide incentives for even if its unforseen consequences. The “checking claims” part of science doesn't really have an incentive!
What is the historical picture of funding basic research? Would like your perspective.
The recent history is
1) WAR funded a lot of basic research.
2) a clear identifiable goal like the moon.
As to funding, I remember Govt gave lumps sums to National Science Foundation to go through peer review process. Then it was found that was too political and congress decided to fund research directly through legislation. That fixed it. What problem were we talking about?

NSF is very political and has “favorites”. Also now its heavily infested with Chinese nationals working as “evaluators” & PMs.

Govt fixed the political nsf.
Perhaps I mistyped NSF is indeed just as political as it ever was. So is the Congressional SBIR\STTR system. Which is what I assume you mean by Congress voting a replacement. Many of the RFPs from this program a very very wired to a particular contractor. That is one who has political pull. I’ve been involved on both sides of this. “Big Daddy’s” favorite often gets the cash. Have you ever read David Brinkley’s book “Washington Goes to War”. There’s a humorous passage where some ‘sweet young thing’ in a government office who’s response to anything and everything regarding her job was ‘My uncle is senator...’. I saw similar things all the time.
Anyway, I think this has been talked to death.
The corruption never goes away, it just moves. But we are told it is fixed when they move it.
