This is only true of the portions of Ukraine occupied by the Russians.
The part of Ukraine that remains under Ukrainian control is normally governed by a parliamentary government and the members of that parliament are elected by popular vote in their various districts.

Zelensky shut down two opposition broadcasters, arrested his defeated opponent and his main financier is a Uke Nazi leader. He thinks Bandera is a hero and have veteran status to OUN Holocaust killers.
