It appears that Texas has not claimed its gold from HSBC. That means that HSBC, a bullion bank, is allowed to sell paper gold into the market to control the price. That means that Texas' gold has been hypothecated in paper form, and some of it may have been sold in physical form to various buyers.

It's possible that Texas' state government was told that repatriating Texas' sovereign gold might start a run on the gold bank. That would lead to a no-bid situation.
