He or his country is not interested to be a Russian client state. That was an easy job. His predecessor gave up nukes and weapons and industry. It’s a new country and going through initial problems. If he gets help now, he will have a jump-start otherwise country will remain unstable for a long time as Russia, the EU and USA will exert their wishes on them.
After WW2, it took quite a long time for Europe to flourish again. Same in not with African countries or even South American countries.
