The Biden administration’s “9000 leases” claim obscures the crucial distinction between *a purchased lease* and *a viable lease*.
To be viable, a lease requires:
* Permits
* Access to capital
* The absence of threats from government/activists.
Biden has made all of these worse.
And actual oil there.
