I believe Crimea was given to Ukraine when it was still USSR. Iirc, by Khrushchev. So they were a Russian population.

The so-called "Soviet Socialist Republics", like The "Ukrainian SSR", had no power, Moscow still called the shots, so the transfer of Crimea was a meaningless gesture.
