Other news claims Ukraine remains an administrative district under USSR, now Russia, who of course claims it, and Ukraine has supposedly failed to register its borders since 1991.
The UN has not recognized Ukraine as a sovereign state.

The Ki-moon remarks were a stunning statement made in the context of a UN Security meeting, the distribution of which is banned in Ukraine and the internet.
Ukraine becoming independent requires signature of Russia, among others.
This will be why Russia will be signing no “border treaty”, with Ukraine.
