The last time I got my fingerprints in Vegas (to teach at my parish), it was done on the computer. I wonder if that would help in your situation.
We have to periodically (every 5 years, IIRC) get our fingerprints renewed at work to keep our level of access. When I go into the badging office (that’s where we get ours done, YMMV), they will have you clean your hands, then sometimes put a little light hand lotion on them to get them a little less dry.
Fingerprints will be repeated until a good specimen is taken. If they aren’t doing that at the initial point of printing, then there is a very high possibility that the prints taken are inadequate, have spots that are missed, etc.
Oh, we do it on a computer-based scanner thing, not with ink like the old days.
When I first started here, printing was done by our internal police (US Marshalls basically) but that’s been shrunk down to a minimalist staff these days and the duties passed on to others.
