That flag arrangement is at the Peace Bridge from Fort Erie into New York. It was flying when I moved to the area in 1998 and was still there when I was last able to cross in 2020. I can’t say if it’s still there because I haven’t been able to cross since June of 2021 and I didn’t look on that day.
