Constitutionally, Foreign policing forces such as the UN that Canada right in could be considered foreign combatants no matter which resident calls them in.

That “certain things must happen ‘ part can get pretty thin if public people/agencies get heavy handed. The folks don’t have to wait for the second stupid thing to happen. I have personally made citizens arrests before and would do it as many times as necessary to defend my neighborhood. I would also arrest an officer of the law if I caught him/she/it being heavy handed. I have indeed put a few on notice before when they were pushing their luck. One of my pet peeves is night sights on police weapons. I tell them if I ever catch them getting a shot off in the dark I will have their badge, gun, and job, before the next day is over. So far as I know none of the locals have night sights. The tactical guys have night vision stuff but that’s different.
Judges understand, I guess. Once in court a few years back, I was testifying against a guy I rounded up. Defense flack tried to tell the judge that it wasn’t a proper citizen’s arrest. The judge said: “ Your client was on the ground, on his back, held by the witness, waiting for the cuffs. I’m going to call that a citizen’s arrest.”
