“——that would make it a weapon” Well yeah it would. And pointing a radiation based weapon at anyone can get you a fatal response. My state has a law giving folks the right to respond with defensive firepower if they are being “targeted”. Waving an LRAD around, especially if it has a laser pointer, can get the pointer person nailed hard. Not a good career move, here anyway.
