Why college? The military takes in 17 year-olds. 16 may be a bit young. An honorable discharge can be rewarded with a $5k Roth reward and 40+ years of compound interest to look forward to. Perhaps 14 years of vouchers that would encourage one to learn faster than the standard 16(K-12 + University).
