I don’t know what is worse, actually doing that or being the type of person who would lie about doing that. Biden is both (and worse), so we don’t really have to choose. He probably didn’t do it. Is it still morally a lie if the person saying it is completely incompetent?

I think it is worse for somebody to lie about it. What sort of sick, deranged person thinks a story like this is going to win him favors?
Disclaimer. As a kid we used to spear carp in the local creek just for fun (legal). Would toss them into the woods (probably not legal and wasteful). Once in awhile we would leave a bunch on the front steps of a friend as a joke.
