Wrong... The “controlling” investors do, and they are not just “anyone”. Vanguard is the controlling interest in Blackrock and there for make the decisions. And the most powerful elite families in the world own Vanguard so in turn Blackrock.

Chase the ladder rungs. It is all controlled by these few families. The whole world, every country, and every government is controlled by these few families through debt, extortion, or family ties.

And Vanguard/Blackrock are the vehicles which give them the power to do this.
