Says who? Not sure how it works in the UK, but I was taking college-level Organic Chemistry through the AP program while I was still a junior in high school. You can fulfill many of your college prerequisites through that program and be taking courses towards your major on day one as a freshman in college.
Very seldom do college students begin at upper division right out of high school.
